Al-Hadba University Signs a Memorandum of Understanding with the University of Fallujah

Mosul, Iraq — June 2026 — Al-Hadba University signed a Memorandum of Understanding for scientific cooperation with the University of Fallujah, establishing a broad framework for academic, scientific, and research collaboration between the two institutions. The agreement was concluded in the city of Mosul in accordance with the applicable laws, regulations, and instructions, and reflects a shared commitment to raising academic standards and opening new horizons for joint work across scientific and academic fields.


✍️  An Agreement Signed at the Highest Level

The Memorandum was signed by Prof. Dr. Badee Ali Ahmed, President of Al-Hadba University, and Prof. Dr. Ahmed Suleiman Hamad, President of the University of Fallujah, who represented their respective institutions. The agreement was drawn up in two original Arabic copies of equal legal standing, and enters into force upon ratification by the Ministry of Higher Education and Scientific Research.


📚  Cooperation in Teaching and Curricula

Under the first pillar, the two universities will cooperate in developing study plans and unifying the curricula of corresponding specializations, exchanging textbooks and academic resources, and holding training workshops to enhance the skills of teaching and technical staff in modern teaching methods. The framework also covers summer training, the supervision of graduation projects for final-year students, the shared use of laboratories and workshops, joint work in e-learning, and the delivery of joint lectures within the disciplines common to both institutions.


🔬  Joint Scientific Research

The agreement places strong emphasis on research collaboration, including conducting joint specialized studies and publishing them in journals indexed in recognized international databases, mutual peer review by specialists from both universities, and the organization of joint scientific conferences. It further provides for co-supervision of postgraduate students and participation in their viva examinations, cooperation on academic promotions, shared use of specialized research laboratories — including high-cost equipment — and access to scientific resources, journals, and theses, alongside workshops, seminars, and training courses on scientific writing and publishing.


🎓  Student Activities and Exchange

Recognizing the importance of student development, the two sides will encourage the exchange of academic visits between their students and organize joint sporting, cultural, and student activities. The framework also supports exhibitions showcasing students’ scientific and artistic outputs, as well as periodic academic debates between students of corresponding disciplines — all conducted under the supervision of the respective teaching staff.


🛠️  Administration and Professional Development

On the administrative side, the universities will hold training workshops on laboratory quality and accreditation in line with recognized local and international standards, exchange administrative expertise, and involve their teaching staff in pedagogical courses offered at continuing-education centers — delivered exclusively by trainers certified under the Ministry’s Training-of-Trainers (ToT) program.


🗓️  A Five-Year Framework for Collaboration

The Memorandum is established as a general framework for academic and scientific cooperation and entails no financial obligations on either party. It remains valid for five years and is automatically renewable, unless either party gives written notice of its wish to terminate at least six months in advance. To ensure effective implementation, the two universities will form a joint committee comprising three members from each side, which will meet quarterly to follow up on the agreement’s provisions and to set an annual work plan covering workshops, courses, conferences, and joint research.
